Issue Summary

This is reproducible on Data Center: (yes)

When accessing the Feature grid from the Program level, the not equal operator is displayed as a filtering option, however it does not filter the results properly showing related instead of non related features

Steps to Reproduce

1. Select a Program from the top tier dropdown
2. In the side menu click on Features
3. In the Features Grid, click on 'Apply filter' and select Program and then 'Not Equal' as the operator
4. Select a Program from the list and click on Filter
5. Notice that the results are actually related to the selected Program

Note: The not equal filter is not available when accessing the Feature Grid directly from the Items dropdown

Expected Results

Only non related results to the select Program would be displayed

Actual Results

No error is shown, only the results related to the select progra

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
