Issue Summary

"Needed By" changes are not captured in the Audit Log for the Dependencies.
The issue only reproduces if we create a dependency with/without a needed by date, and then update committed to yes (without updating the date before setting it to committed) then we will be stuck in a state where the audit logs don't get added for needed by. 

Steps to Reproduce

1. Create a Depedency
   1. Set the Title/Description/Program Increment
   2. What is this Dependency for: Select a Feature (Jira Epic)
   3. Requesting: Select a Team
   4. Depends On: Select an External Entity
   5. Set any data on the "Needed By"
   6. Save
2. With the Dependency Created
   1. Set the Committed to Yes
   2. Save
3. Change the Needed by to any other value
   1. No changes to "Needed by"are captured in the Audit Log

Expected Results

The changes to the "Needed By" field should be captured in the Audit Log

Actual Results

The changes to the "Needed By" field are not captured in the Audit Log

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
