Inconsistent handling of ROI Score in Epic Analyze Screen

      Issue Summary

      When reviewing the information seen in Epic details > Value tab > Analyze, the Value Score displayed can be consistently explained from the settings in the scorecard, but the ROI Score (that is used in the ordering of the epics against each other in the same context cannot be explained. Depending on settings it can be the same as the Value Score or completely different.

      The expectation is that as The ROI Score is used for ordering a  (ranking) a list -  should it not be the same as the Value Score in all situations as this difference is causing end user confusion

      Configuration settings that make a difference are:

      1. Having a different scorecard set against the Portfolio than the Program
      2. Having one or more questions answered with a 0 score. 

      As long as the same score card is set against both Portfolio and program (either directly or because program is set to use the Portfolio scorecard) and no question is answered with a 0 score  then the ROI Score does match the value score

      The following screenshots show 4 examples of the same Epic, where the 80 and 72 in the Value score can always be explained (72 is where one question is set to 0) but the inconsistent behaviour of the ROI score cannot be explained

      Steps to Reproduce

      1. Create a score card with multiple questions where at least one answer to every question has a 0 score 
      2. Set the Portfolio to use the Default scorecards and the program to use the newly create scorecard
      3. Create an Epic in the program (and give it a PI just so you can filter the screens more easily)
      4. Set scoring answers to all the questions in the Value tab and then click Analyze to review the Value Score and ROI score
      5. Go back to the Value tab and set one answer to a zero score and re-open the analyze screen and again review the values displayed
      6. Make the Portfolio Score card be the same as the Program Score card (either directly or by setting the program to use the portfolio scorecard and setting the Portfolio to use the newly created scorecard)
      7. Re-open/refresh the epic details and review the content of value Tab > Analyze screen again
      8. Set the question changed in step 5 back to a scoring answer and check the Analyze screen again. 

      Note: the issue is reproducible when you open Epics in form the Portfolio Room, Program Room or Epics Grid

      Expected Results

      The Analyze pages should use the Value score as the score used to order the epics (which is shown as the ROI Score) - if however there is a deliberate reason why different calculations are used for the ROI Score (ordering score) and Value Score , then the ROI Score should be consistent in behaviour and use calculations that can be publicly documented for our customers to understand. . 

      Actual Results

      The ROI score is inconsistent with no clear indication as to how it is being calculated

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
