Custom Rooms -> Backlog: the 'Apply filters' missing 'state' and 'tag' in the list

      Issue Summary

      The 'State' option in the  "Apply Filters" in the Custom Rooms -> Backlog is missing.

      This is reproducible in JA version 11.2.0, released the 2/Aug/24 in the test environment.

      Steps to Reproduce

      1. Login to JA instance
      2. Head to 'Custom Room' → Select a custom room
      3. Choose a Program Increment
      4. Navigate to 'Backlog' on the left-side panel.
      5. Click on the blue plus sign.
      6. Click on "Apply Filters"

      Expected Results

      ' State' is visible in the list when the "Apply Filters" is opened

      Actual Results

      ' State' is not visible in the list when the "Apply Filters" is opened

      Workaround

      1. Login to JA instance
      2. Head to 'Custom Room' → Select a custom room
      3. Navigate to 'Backlog' on the left-side panel
      4. Click on "Apply Filters" and add a program
      5. Open the "Apply Filters" and you will find the state available in the list
