Jira Align JIRA Summary field on Features needs UI and import validation to be < 255 characters

STR:

Split a Feature in AgileCraft that syncs to Jira to push field over 255 characters.

AR: 

Feature does not sync to Jira

ER:
There Should be UI Validation, Import Validaition, and Database Validation for the Summary field on features on the Feature Split Page and on the Feature slide out to match the < 255 character limit of the sumamry field in Jira. We should also leave error message in audit log when tied to jira and this blocks a sync
