Ability to remove completed Themes from Backlog and rank items

      Viewing the Theme Backlog includes the completed Themes
      • The backlog view should only contain open Themes, which is standard agile practice. Displaying closed Themes distracts the user from the purpose of the backlog and the task to be performed.
      •You can't filter the Theme backlog to exclude the completed Themes
