Ability to remove completed Capabilities from Backlog and rank items

      Viewing the Capabilities Backlog includes the completed Capabilities
      • The backlog view should only contain open Capabilities, which is standard agile practice. Displaying closed Capabilities distracts the user from the purpose of the backlog and the task to be performed.
      •You can't filter the Capabilities backlog to exclude the completed Capabilities
