Problem Statement:
For large enterprises that share Program increment definitions, there can be 100s of Themes to parent a portfolio epic to. Right now, the user must scroll through all the available options with a limited displayable length of the title.

Suggestion:
Provide the ability to type ahead and limit the selectable options for the end-user to choose from
