Issue Summary

For users with the super admin role (roleid:9), the Theme Groups option will always be displayed in the left sidebar of the Jira Align Administration.

This is reproducible on Data Center: (yes) 

When creating a copy of the Super admin Role, and only disabling the Roles permission toggle for Administration > Other Setup > Theme Groups permission toggle, then the Theme Groups option will not display on the administration page left sidebar as expected. This is good.

However, following the same for the Super Admin Role, the Theme Groups option will always be displayed in the left sidebar of the Jira Align Administration even when the above Role permission is disabled. This is not expected.

For other permissions toggles, this is working correctly. For example,  the Region, Customers, and Cost Centers menus are hidden from the Admin Left sidebar for the Super Admin role when the respective Role permissions are disabled. It should behave the same for Theme Groups as well.

Steps to Reproduce

1. For the Super Admin Role, disable the following JA Role permission section for Theme Groups:
   • Administration > Roles > Select SuperAdmin Role > Administration > Other Setup > Theme Groups
2. Log out and log back into Jira Align with Super Admin role
3. Notice, the Theme Groups menu on the Administration left sidebar is always displayed.

Expected Results

• There should be consistency in the way the permissions behave.
•  For the Super Admin Role, the Theme Groups option should be hidden in the left sidebar of the Jira Align Administration when the above respective Role permission is disabled

Actual Results

For the Super Admin Role, the Theme Groups option will always be displayed in the left sidebar of the Jira Align Administration even when the above Role permission is disabled

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
