Issue Summary

On the Solution and Items layer, the Process Steps filter is not working. We are unable to select process steps with the message Choose Portfolio/Program in the context menu. Even when we choose a Portfolio or Program, the issue is shown.

Steps to Reproduce

1. Go to Portfolio > select the portfolio> Portfolio EPICs
2. Click Apply filter > filter on Process Steps, able to filter with the Process steps
   
3. Go to Items > Portfolio EPICs > click Apply Filter, and select Process Steps, unable to select with the message "Filter by Portfolio, Solution or Program First", even choose Portfolio or Program, still the issue is shown.
   Confirmed the same issue is shown in all work items - Epic / Capability / Feature /Story
   

Expected Results

Process steps can be filtered in all layers and work items.

Actual Results

Process steps can't be filtered on the Solution layer and Items layer.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
