Jira Align currently supports Milestones (fixed-date) which can be only created from the milestone tab of work items such as theme/epic/capability/features

These Milestones appear as *(star) on the roadmap on the work item bar

SAFe has learning milestones - https://v5.scaledagileframework.com/milestones/ - learning milestones help validate business opportunities and hypotheses.

These milestones need not be tagged to theme/epic/capability/features

Introduce an ability to create learning milestones which are independent of theme/epic/capability/features
