Issue Summary

In the OKR hub if you hit all 4 quick filters one by one it changes the behavior mentioned here

• expected: Click in a Status, i.e Off track (Toggle OFF) the table below will remove all the Objectives in this status
• After hitting all 4 quick filters in sequence: All the statuses refresh from toggled OFF to ON, click in a Status i.e Off track (Toggle OFF); Note that now filters will be toggled off and the table will keep only the Off track the opposite of the expected behavior

This behavior is confusing the usage since it looks like it's toggled ON and when you hit it again any other status are disabled.

This is reproducible  (yes)

Steps to Reproduce

1. Go to OKR hub
2. toggle OFF Off track status,
   1. note all the objectives with this status will be removed from the table
3. Now toggle off in sequence at risk, on track and completed
4. Note that all the toggles will refresh to Toggled ON
5. try to hit Off track  again
   1. Note that now the behavior changed, keeping the off Track toggled ON and only Only the objectives Off track in the table

Expected Results

After hitting all the statuses the quick filter should not refresh the Statuses as they were toggle ON

Quick filters UI acting odd when After hitting all 4 quick filters in sequence

Workaround

Click in other statuses to keep the filtering
