Roadmap: Sorting is not persisted when applying a filter or re-accessing roadmap

Steps to reproduce:
1. Login.
2. Go to Roadmap.
3. Open any view and change sorting to sorting by date.
4. Notice order of items.

AR: Date is selected as sort order, but items are sorted by Program rank.
