Portfolio IDs generated for non-existent Portfolios under certain circumstances

Issue Summary

Under certain circumstances Portfolio IDs are generated and stored in Jira Align without an actual Portfolio created. This can lead to inaccurate data reflected in Enterprise Insights.

Steps to Reproduce

1. Access Details Panels Settings page for a non-existent Portfolio
2. In the UI, select a Portfolio and Work Item from the drop-downs
3. Click Save

Expected Results

Portfolio should be validated and ignored since it does not exist

Actual Results

Portfolio is not being validated and therefore getting stored in database. This can lead to inaccurate data reflected in Enterprise Insights tables... e.g. dw.[Details Panel Settings].

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
