To add Persona selection to all work item levels

Customer is requesting for the ability to add/ associate personas to all work item levels and customize Persona's visibility through the 'Details Panel Settings'. Additionally requesting to improve Persona reporting in Jira Align.

This enhancement of adding Persona selection to all work item levels along with improved persona reporting will give our customers flexibility and unlock more value in Jira Align.

Currently, user can only specify personas at the story level or Epic level which does not provide the needed flexibility. The reporting for personas is also very limited.
