Issue Summary

The Parent Objective search field does not pull up the Portfolio Objectives ( used ID# and title in the search box for Praent Objective).

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Go to Items > Objectives
2. Make sure you have at least one Portfolio Objective for the same Program
3. Select Add Objective and create Program tier Objective.
4. During the creation, try finding the Portfolio Objective in the Parent Objective search field

Expected Results

• Parent Objective is available to select in the search field

Actual Results

• No Parent Objective found

Workaround

• Save the Program Objective first and you should now be able to search for the Parent Objective
