Issue Summary

Forecast Page: Feature estimates display in red even though team is under capacity.

Steps to Reproduce

1. Open Program Room and select PI containing planned Features (where Teams with capacity are assigned to child Stories...etc.)
2. Click Forecast
3. Set TEAM LEVEL = "Team"
4. Set WORK ITEM LEVEL = "Feature"
5. Expand the PI to see Features
   
6. Add Feature estimates for a Team, but do not exceed Team's capacity. Click outside the field and notice all estimate values display in black.
   
7. Click refresh and notice all estimate values now display in red
   

Expected Results

Feature estimates display in black when Team is under capacity (and only display red when Team exceeds capacity)

Actual Results

Feature estimates display in red when Team is under capacity

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
