Issue Summary

When all the Enterprise role permissions (including the Strategy Room permission) are toggled off, users can still see Enterprise menu and Strategy Room.

Steps to Reproduce

1. Go to Administration → Roles, select a non-super admin role
2. Disable the entire Enterprise level which includes Strategy Room permission, and click save
3. Log out and log in as that user
4. Observe that Enterprise menu item still shows, click on it
5. Observe that the user can still access Strategy Room

Expected Results

In the old nav, Enterprise level menu is hidden with Enterprise role toggle disabled, and can't access Strategy Room when Strategy Room role permission is disabled. It should be the same in the new nav.

Actual Results

Users can still see Enterprise menu and Strategy Room despite all the Enterprise role permissions toggled off.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
