Issue Summary

Epic Roadmaps Theme Group filter option doesn't filter out any epics.

Steps to Reproduce

1. Have Theme Group → Theme → Epic relationship with a Portfolio/Program and PI
2. Also have some Epics that have same Portfolio/Program/PI but different or no parent Theme and Theme Group 
3. Go to Portfolio → Roadmaps, select Epics
4. Optionally enable Group By Theme in 'View Configuration'
5. Add Theme Group filter in 'Filter' and click Apply
6. Observe that the same Epics are shown as before
7. Repeat the same above steps but for Program Room → Roadmaps, select Features 

Expected Results

We should expect Theme Group filter option to work since it is available for selection.

Actual Results

Epic Roadmaps Theme Group filter option doesn't filter out any epics, the view and count stay the same.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.

Please try using Themes and Epics by Themes Roadmaps view to filter by Theme group.
