Issue Summary

This is reproducible on Data Center: (yes) 

When accessing the OKR Hub, there is a discrepancy between the filters presented in the report and its side menu. Initially, the Objectives are filtered by the side menu for tier, such as a Program; however, the PI in the same side menu is ignored when filtering the objectives and the report uses the filter presented on its page.

Additionally, final users can use both Program filters presented in the reporter and in the side menu. This situation is confusing as it may lead customers to believe that the main filter for Program + PI lies in the side menu instead of using filters presented in the report

Steps to Reproduce

1. Select a Program
2. In the side menu, select a PI
3. Click on Objective Tree
4. Notice that the list of results is not being filtered by the side menu Program and ignores the PI selected
5. Within the Objective Tree page, click and select a PI
6. Notice that now the results are being filtered by the selected PI within the report

Expected Results

The side menu Program + PI would be used to filter the OKR Hub results

Actual Results

The side menu filters are being ignored by the new OKR hub

Workaround

Use both filters from the side menu and the page menu
