Issue Summary

Filtering on the Dependencies page doesn't show options for External entities. 

• Although filtering with the "Depends on" lists "Program, Team and External", we don't see a way to filter based on External entities. 
• Since we have the word External, it must include the external entities as well. 
• The same filter shows all available External entities in the Program section under Specific Program -> More Items -> Dependencies page.

Steps to Reproduce

1. Navigate to Dependencies -> Choose Apply Filters.
2. Select Depends on -> look for any External entities that exists. 
3. Can't choose as there are no options listed.

Expected Results

Should display all the available external entities so we can filter based on it.  

Actual Results

No options are shown for external entities.

Workaround

Currently, there is no known workaround for this behavior.
