Issue Summary

OKR wizard/slideout: incorrect list of users is displayed in the Owner and the Contributors dropdowns of Portfolio and Solution objectives.

In OKR wizard, the Owner and the Contributors dropdown should display users that are team members of the Portfolio team, all its Program teams, and all Teams assigned to those programs.

In OKR slideout, the Owner and the Contributors dropdown should display users that are team members of the Portfolio team, its Program teams selected in the slideout, and all Teams assigned to the programs selected in the slideout.

Currently, only the Portfolio team members, the last created (under the Portfolio) Program's team members, and members of Teams assigned to the program are displayed in the dropdowns.

Steps to Reproduce

1. • Portfolio#1 with Solution#1 are created.
   • Programs #1-3 are created under Solution#1.
   • Team#1 under Program#1, Team#2 under Program#2, and Team#3 under Program#3 are created.
   • Team members of Portfolio#1, Programs #1-3, and Teams #1-3 are different.
     1. Start creating a portfolio/solution tier objective via OKR wizard.
     2. Select Portfolio#1/Solution#1 > [Create an OKR].
     3. Add objective summary and description.
     4. Verify users in the Objective reporter and the Contributors dropdowns.
     5. Click [Add key results] > [Align work items] > [Publish].
     6. Remove Program#3 from the Programs field > Save the objective.
     7. Verify users in the Owner and the Contributors dropdowns.

Expected Results

Step 4. Team members of Portfolio#1, Programs #1-3, and Teams #1-3 are displayed in the dropdowns.
Step 7. Team members of Portfolio#1, Programs #1-2, and Teams #1-2 are displayed in the dropdowns.

Actual Results

Steps 4/7. Team members of Portfolio#1, Program#3, and Team#3 are displayed in the dropdowns.
