      Issue Summary

      In the new OKR experience, if you try to assign a theme to a portfolio objective it will not be visible to users unless they are a member of ALL programs associated with that Theme.  I would expect that being a member of any associated program would be enough to select the theme, rather than all or nothing.

      Steps to Reproduce

      1. Create a theme and associate it to program A
      2. Logged in as a user associated with program A, create a portfolio objective and observe that the theme shows up in the dropdown list for assignment.
      3. Now, assign a second program B to the same theme.  Make sure the test user is NOT a member of program B
      4. Return to the portfolio objective and try to select the theme from the dropdown list

      Expected Results

      The theme would appear in the list since the user in question is a member of program A that is associated with the theme in question.

      Actual Results

      The theme does not appear in the dropdown list since the user in question is not a member of ALL programs associated with the theme.

      Workaround

      There is no workaround, aside from assigning users to every program.
