Issue Summary

The horizontal scrollbar on the Epic Planning popup window is missing when the vertical scrollbar is present and unable to scroll to the right side to see the remainder of Graphs, PI, Menu icon, etc.

Steps to Reproduce

1. Open detail panel of any exiting Portfolio Epic
2. Make sure the Epic has 5 or more Program Increments
3. Select the 'Show More' link on the right.
4. Select 'Epic Planning' from the list.

Expected Results

• Both Horizontal and Vertical scrollbars are visible at all time

Actual Results

• Horizontal scrollbar is missing when the Vertical scrollbar is present

Workaround

• By using the two-fingers swipe (horizontally) on the touchpad
