Issue Summary

The filter logic for Roadmaps >> Release Vehicle is inconsistent across product levels

The current behavior is:
Portfolio Level: All the Release Vehicles and the items associated with them will display, as long as the RV is linked to the Program Increment selected, regardless of their association with the Program in that Portfolio
Solution Level: Same behavior as Portfolio Level
Program Level: Only the Release Vehicles and items associated with the Program and Program Increment selected will appear.

Steps to Reproduce

1. At the Portfolio level, navigate to Roadmaps >> Live Roadmaps >> Release Vehicle
2. It will display items that are not part of the selected Portfolio, but belong to the same PI
3. For the sake of comparing, go to the Program level, Live Roadmaps >> Release Vehicle - you'll note that the items in the report showing belong only to the select Program

Expected Results

The items showing in Portfolio >> Live Roadmap >> Release Vehicle should obey the same filtering logic as in other levels :
Portfolio >> Live Roadmap >> Release Vehicle

Actual Results

Currently, Portfolio >> Live Roadmap >> Release Vehicle will display items from the selected PI instead of filtering by Portfolio

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
