Issue Summary

Unable to create Features and Epics with error logged in the logs: No more rows are available.

This appears to be a regression in version 10.130.2.42116 

Steps to Reproduce

1. Click on Add Feature or Add Epic
2. Select a program with "Approach" field enabled.
3. Click on Save
4. Screen goes blank and no Feature/Epic is created

Expected Results

Feature/Epic is created.

Actual Results

Screen goes blank and no Feature/Epic is created. The create requests produce error:

No more rows are available.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
