Issue Summary

The Starred Program Backlog page is adding the wrong programs on the Programs field once you return from another starred backlog page

This is reproducible: (yes)

Steps to Reproduce

1. Go to Programs > Program A Backlog > Favorite it
2. Home > Programs > Program B Backlog > Favorite it 
3. Now, go to Home > Starred Program A backlog > Home again > Starred Program B backlog
4. Note that once you open the Program A backlog favorite only one Program is in the Program field, but once you open Program B Backlog favorite you will see Program A AND Program B in the Program field

Expected Results

The Starred pages should match their saved filters

Actual Results

The starred pages are adding Programs on backlog view once you go from one to another.
