Issue Summary

This is reproducible on Data Center: (yes)

after adding around 450+ Programs the dropdown becomes unresponsive and the user no longer has access to it

Steps to Reproduce

1. Access the Theme Grid
2. Open a Theme details
3. In the Additional Program dropdown, select more than 460 programs
4. Click on 'Save' or 'Save and Close'

Expected Results

The Additional Programs list is updated and the dropdown can be accessed again for other changes

Actual Results

The dropdown becomes blank and unresponsive. In the backend, the AjaxDropdown call is returning 404 status

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
