When committing to a date earlier than Needed By in a program-to-program dependency, the dependency is not committed

      Issue Summary

      When committing to a date earlier than Needed By in a program-to-program dependency, the dependency is not committed and the 'Propose Date?' dropdown shows after saving.

      Steps to Reproduce

      1. Create a new dependency
        1. Specify both requestor and depends on as Programs
        2. Add a Needed By date and save
      2. In the dependency details panel, specify Commited By date any time before the Needed By date and save
      3. Notice the dependency is not committed and 'Propose Date?' dropdown shows

      Expected Results

      If the respondent is able to commit to an earlier date, the dependency should just be committed. This is the behavior when the dependency is between teams.

      Actual Results

      Dependency is not committed and 'Propose Date?' dropdown shows after saving (but not before saving like it does if the Committed By date is after the Needed By date).


      Workaround

      Commit to the exact Needed By date first, save, then change Committed By to an earlier date, the Committed state will be preserved.
