Add the ability to delete a Jira connector that never had a Windows service installed, hence it was never used to sync data with Jira. For now, we can look at just deleting an unused Jira connector but perhaps in the future, we can investigate how to delete a Jira connector that has been used to sync with Jira.
- Prevent deletion of connector ID 1 since it is used as a template to copy settings for new Jira connectors
- Make sure the Jira connector exists
- Make sure the connector is a Jira connector
- Make sure there are no synced work items for the connector

- Make sure to delete all connector-related data
