Issue Summary

Mass-moving Features (Jira Epics) from the features (Jira Epics) grid, keeping the same to/from for both Programs and Program increments to force the sync fails to record the actions into the audit log.

Steps to Reproduce

1. Create a few Features (Jira epic) in JA and assign it to a Parent Epic
2. On the feature's grid > More Actions > Mass Move
3. Keep the same to/from for both Programs and Program increments 
4. Click on the "Move Work Items" button

Expected Results

All of the Mass move actions made on the item(s) (in our features) should be reflected in the audit log.

Actual Results

Mass move actions made on the item(s) (in our features)) are not reflected in the audit log.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
