Feature Backlog Orphan Objects- Release Vehicle dropdown UI Improvement

In the Feature Backlog > Orphan Objects section, the release vehicle drop-down list needs a Program Increment in order to get populated. However, the following current UI behaviors are confusing to users and therefore could be improved:

1.  When 'Unassigned Backlog' is selected in the 'Program Increment' top dropdown, currently, the 'Assign to Release Vehicle' drop-down displays the text 'Select a Program Increment'(regardless of the existence of a Release Vehicle for the program and program increment).
   • In the above behavior, the text 'Select a Program Increment' is confusing to users. Expected Behavior: The text for the release vehicle drop-down should say 'Select a Release Vehicle'. Also, there should be a UI Tooltip next to it to let the user know a Program Increment needs to be selected on the Program Increment drop-down on the top and on the Program Increment drop-down on the sidebar menu.
2. If a Program Increment (PI) is selected on the top 'Program Increment' drop-down, but no Release Vehicle exists for that PI and selected Program, then the 'Assign To Release Vehicle' will not display anything, not even an empty drop-down
   • Expected Behavior: There should be an empty drop-down that says 'Select a Release Vehicle'. Also, there should be a UI Tooltip next to it that says the list will only populate after Release Vehicle exists for the Program and the Program Increment selected in the dropdowns

How to Replicate

1. In the New Nav, select the top menu Program
2. Then once selecting a Program, and Program Increment on the left menu sidebar, then select Backlog from the left menu sidebar
3. Then select Feature Backlog
4. Click Orphan Objects
5. In the Program drop-down- select a Program
6. In the Program Increment dropdown- select Unassigned Backlog
7. Then expand the No Release Vehicle section
8. Notice the below behavior:

• • The Assign to Release Vehicle drop-down says 'Select a Program Increment' instead of 'Select a Release Vehicle'. This is confusing to users.

1. Now again back in Step 6 above, in the Program Increment dropdown- select a Program increment
2. Then expand the No Release Vehicle section
3. Notice the below behavior:
   • The Assign to Release Vehicle will not display anything, not even an empty drop-down if no Release Vehicle exists for the Program and the Program Increment selected in the dropdowns.

Suggested Solutions

• For Step 8 above:
  • Expected Behavior: The text for the release vehicle drop-down should say 'Select a Release Vehicle'. Also, there should be a UI Tooltip next to it to let the user know a Program Increment needs to be selected on the Program Increment drop-down on the top and on the Program Increment drop-down on the sidebar menu.
• For step 11 above:
  • Expected Behavior: There should be an empty drop-down that says 'Select a Release Vehicle'. Then, there should be a UI Tooltip next to it that says the release vehicle drop-down list will only populate after the Release Vehicle exists for the Program and the Program Increment selected in the top dropdowns
