Apply Filter operator on Grids functions differently based upon where the user navigates from

      Issue Summary

      This is reproducible on Data Center: (yes) (On-Prem JA)

      Steps to Reproduce


      1. Access the Initiatives Grid directly
        1. Apply Filters of:  “Team of Team” (Program) equal to AI, Mobile, and Web; Quarterly Increment of QI-6
        2. Total Count is 64 Records
          Access Team of Teams Mobile (top navigation)
        3. By Default the context menu (left navigation) sets to “Mobile” and “QI-6"
        4. Select “More Items”
        5. Select Initiatives (lands you in the contextualized Initiative Grid)
        6. Prior Applied Filters are still present (AI, Mobile, Web and QI-6)
        7. At load my record count is 58 (same as if I only had Mobile and QI-6 as the filters)
        8. Select Apply Filters (change NOTHING)
        9. Select Filter
        10. Notice that my record count drops to 12
          It seems to be using the filter operators differently.

      Expected Results

      When Filters are applied on the Grid View (regardless of how a user navigates) the issue count should stay the same.  

      Actual Results

      The Grid view when accessed from within the contextual left navigation pattern treats the values selected in the Filter, this results in a different issue count.  

      
      

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
