Make the Bulk Selection Actions Consistent Across All Work JA Item Types

Issue Summary

Please make the Bulk Selection "Select All" actions consistent and more intuitive across All JA Work Item Types.

We observed inconsistencies in the behavior depending upon the JA work item type grid accessed, there are actions that will act upon just the selected items. See examples below.

Example:  Items --> Tasks

• Select one to many line items
• More Actions
• Delete
• Only those selected items will be deleted (sent to the recycle bin)

Example:  Items --> Stories * Select one to many line items

• Select More Actions
• Select Subscribe to Selected
• Only those items selected will you be subscribed to.

Example:  Items --> Theme * Select one to many line items

• Select More Actions
• Select Delete
• Only those items selected will be deleted (sent to the recycle bin)

 
Example:  Items --> Features  * Select one to many line items

• Select More Actions
• Select Mass Move
• Does not pull in any of the Features selected off the main feature's grid, instead, the Mass move window presents a filter that must be filled in to determine what epics need to be mass moved.

The Capabilities and Initiatives grids don't even have the "Select All" option to select.

The discrepancy in the work item type grids, as previously mentioned, leads to significant confusion among our customers, resulting in a non satisfactory user experience.
