Objectives Tree - Not Equals operator missing from the Status filter

      Issue Summary

      The "Not Equals" operator is missing from the dropdown in the Status filter on the objectives tree page.  The options currently showing are = and ?.  This happens in both old and new UI

      Steps to Reproduce

      1. Go to the Objectives Tree page. 
      2. Click on Apply Filters and select "Status"
      3. Click the first operator dropdown box

      Expected Results

      Equals and Does not equals would be options in the list.

      Actual Results

      Equals is the default choice, with "?" as the only other option

      Workaround

      No known workaround.  It doesn't appear to be possible to filter by "not equals to" at the moment.
