[JIRAALIGN-641] Page level Apply Filters should only filter parent work items in the backlog (all children work items should show regardless of apply filters)

STR:
1. Navigate to the Epic backlog with a Program and PI in the context menu
2. Add a page-level apply filter for tags

AR: Parent and Child work items are filtered by the selected tag

ER: Page-level Apply Filters should only filter parent work items in the backlog (all children work items should show regardless of apply filters).  Context menu filters will still filter both Parent and Children work items in the backlog.  Check all filters and backlog levels to make sure it's consistent.
