Feature without Team assignment not showing in Unassigned lane in Program Board for a specific Program

This is reproducible on Data Center: no

Steps to Reproduce

1. Create a Feature under a specific Program and do not relate to any Team.
2. Access the Program Board and see that the Feature should appear under the Unassigned Swim lane.

Expected Results

Feature should appear under the Unassigned Swim Lane

Actual Results

Feature is not showing in the Program Board at all.

Workaround

Customer has to add a Story under the Feature and assign to a Team, then it will show up in the Program Board, and then the customer is able to access the Quick view from the Program Board.
Remove the missing Team in the Quickview and then add it back, Then remove the non-needed team and remove the story and then save.

This is quite time consuming and has to be done for every feature.
