Issue Summary

The Forecast view doesn't show all the Features present in the Backlog even though none of the features are in the "Parking Lot".

Steps to Reproduce

1. Select a Program and PI with Forecast enabled
2. Navigate to Backlog and notice how many Features are present
3. Now, navigate to the Forecast screen for the same Program and PI

Expected Results

The forecast will display all the Features that were listed in the backlog

Actual Results

The forecast displays zero features

Workaround

For any customer affected by this can reduce their epics/features/capabilities to below 10,000 total estimated or accepted story points.
