Issue Summary

Save (and Save & Close)  button is missing when trying to create (or edit) a new Cost Center and the user is logged in (or being impersonated) that is not a super admin but does have at least the following toggles enabled:

• Administration > Other Setup > Cost Centers
• Additional Options > Permissions > Add Agile Objects
• Additional Options > Permissions > Delete Agile Objects
• Additional Options > Permissions > Manage Agile Objects
• Additional Options > Permissions > Manage Cost Centres

The Setup/Administration page to access the list of Cost Centers is accessible to the user and the details of the Cost Center can be opened (and if you watch carefully as the details page is opened then the save button is very briefly seen but is quickly removed). You can give the non-super-admin role every single available toggle and the save button will still not be visible. Issue seen in both old and new navigation

Making the user a Super Admin (without making any other changes) results in them being able to see the Save button.

Steps to Reproduce

1. Create a role that has every toggle under every section enabled
2. Assign a user to that role
3. Login to JA as that user
4. Access Settings/Administration > Cost Centers
5. Click the +Add New Cost Centre button
6. The Save and Save & Close button will not be seen.
7. Change the user to a super admin and log them back in. following the same steps will show the Save options.

Expected Results

You should not need to be a super admin for the Save or Save & Close buttons to be available when creating or editing cost centres

Actual Results

The Save and  Save & Close buttons are missing from the details panel of Cost Centers even though the assigned role has the relevant toggles enabled.

Workaround

Give the super admin role to the affected users.
