Issue Summary

On New Nav, accessing the Epics (initiative) - Objectives Tree without a Portfolio selected leads the user to a page to select a Portfolios/Solutions/Programs/Team in the T1 bar, but clicking on the button, nothing happens.

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Access the Jira Align with New Nav enabled
2. Go to Items -> Epic /Initiatives
3. Check if it is opened with a PI selected on the filters
   1. 
4. Go to Portfolio again and go to Objective Tree
5. The following message is shown, and the Configure Tier Selection button is not activated.
   ##Please add a Portfolio/Solutions/Team of Teams (Program)/Teams to your tier 1 selection to continue

Expected Results

The button Configure Tier Selection leads the user to select a Portfolio/Program to setup the page.

Actual Results

The button Configure Tier Selection does nothing.

On the old navigation, the button mentioned opens the T1 Bar:

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
