Product - Super Admin should have the ability to enable or disable Product Area in Administration.

      Problem

      Currently, the Product area in the new navigation menu works based on the user team assignment. If the user is assigned to a Team (Team or Team of teams) that has Product Management enabled for its portfolio then the new navigation menu displays the Product area otherwise it doesn't appear at all.
      For super admins who sometimes don't use Jira Align but just administrates it they don't see the Product Management area at all.
      As a workaround, the super admins must be added to a random Team assigned to a Product to have access to this area

      Suggested Solutions

      Request a System Role permission which allows Super Admins to turn on / off the New Nav's "Product" menu for their role independently... without affecting other users' access via Admin > Platform... Product management and Team memberships.

            In the Jira Align 10.130 release, Super Admins will see the product menu if products are turned on for at least one active portfolio. No longer will Super Admins need to be assigned to that portfolio team.

            Additionally related to this suggestion, the Super Admin system role is supposed to have access to all data in Jira Align by default. In other words, in order to make the data access rules consistent in Jira Align, I would assume that the Super Admin should have access to all the data (like each/all Products) in the Product Management module regardless of whether the Super Admin is personally assigned to a team that uses the Product Management module.

            Also related to this suggestion, if a Super Admin chooses to toggle off the Product dropdown in the Navigation Bar for the System Admin role, then there needs to be some kind of warning message to the Super Admin that about how (or whether) they will be able to access the Product Management module's data without having the Product dropdown enabled in the Navigation Bar.
