Issue Summary

The Strategic Driver report page as 2 components - the chart and the list.  The charts are filtered by page level PI filter while the list of epics is not.  This is as design, per the documentation.

However, the complete unfiltered list of epics is confusing and unnecessary.  The ask here is to add an optional filter to the list of epics here so that they can more closely match the charts above. 

The logic as to what shows in the Epic list is also confusing, because even accepted Epics with no open child items are still showing in this list.  It is unclear as to when (or even if) a work item should fall off of this list.
