Issue Summary

Requesting ability to pull external rank for stories without Save role permission requirement.

Current Functionality

• With Rank sync enabled:
  Admin > Jira Setup > Jira Settings > Sync story and feature (jira epic) ranks:
  
• And System Role permission enabled:
  Team > Team > Backlog > Rank Items in External tools
• A user still requires Role permission Team > Manage > Stories > Save to pull rank from an external system. Without this permission, the Pull Rank button is not displayed in Story Backlog and a red banner is shown instead:
  

Requested Functionality

Allow the following two Role permissions to operate independently as they do at the Program level:

• Team > Team > Backlog > Rank Items in External tools
• Team > Manage > Stories > Save

At the Program level, Feature Backlog ranking (and by extension Pull Rank from external system) does NOT require the Save permission. A user can pull rank for Features with the following Role settings:

Program > Program > Rank Items in External tools = Enabled
Program > Manage > Features > Save = Disabled

Requesting the same functionality at the Team level (for Stories). Decoupling these Role permissions at the Team level (for Story backlog) will allow Teams to use and enforce the external system (e.g. Jira) as the single source of truth for both Story content and ranking.
