Issue Summary

In the new navigation, if you access the Story Point Progress by Team report at the Portfolio level, it is not possible to load any data.  The page displays "Please select one program or team to see report.", but this is not possible as there are no additional filter selection buttons/dropdowns anywhere on the page.

Steps to Reproduce

1. Click on Portfolio and select a portfolio
2. In the left bar, click on More Pages > Story Point Progress by  Team

Expected Results

The page would load with the ability to select a Program or Team

Actual Results

The page doesn't load and there is no way to select a program or team.
