Issue Summary

Scope line is not appearing in burndown charts in the Program Increment Progress report

Steps to Reproduce

• A large number of Stories (over a thousand)
• A large number of Features (over 500)

1. Access the Release Burndown Report
2. Notice that the scope line fails to appear even when trying to force it by clicking on the 'Scope' option at the bottom of the chart

Expected Results

Scope line appears in each burn chart properly

Actual Results

Scope line fails to load in burn charts, 500 error in logs

500 POST api/PIPReport/drilldown/burnup/scope

Related to timeouts due to RPM_BURN_UP_STORY_SCOPE_GROUPBY stored procedure

Workaround

Lower work item count appears to work fine, but no workaround exists for large data sets.
