Issue Summary

In the current JA version 10.126.3, we are unable to add links to objectives at Program level with just the Program > Manage > Program Objective: Add/Save, Delete permission toggle. Only after enabling the Enterprise > Manage > Goals: Add/Save toggle can users add links to Objectives.

This issue is reproducible at all levels.

Please note that, this issue is however not reproducible in JA version 10.125.3.
In 10.125.3, users are able to add Links to Program Objectives just with the permission Program > Manage > Program Objective: Add/Save, Delete enabled which is the expected behavior.

Steps to Reproduce

• Create a test Role in jA 10.126.3 with only the necessary Roles required to add/delete a Program Objective
• Ensure that Program > Manage > Program Objective: Add/Save, Delete is enabled
• Assign the test role to a user
• Login as the user and then try to add a Link to an existing Program Objective
• It lets you add the link and populated the message as "successfully updated"
• However, the link does not get added
• Navigate back to the test role and turn on Enterprise > Manage > Goals: Add/Save permission toggle for the role
• Now login as the same test user and try to add the link to the program objective
• Notice you are able to add the link successfully now

Expected Results

Users should be able to add Links to Program Objectives with Program > Manage > Program Objective: Add/Save, Delete permission toggle enabled.

Actual Results

Users are unable to add Links to Program Objectives with just the permission toggle Program > Manage > Program Objective: Add/Save, Delete enabled. It also requires to have Enterprise > Manage > Goals: Add/Save permission toggle enabled to be able to add Links.

Workaround

As a workaround, users can add Links to Program Objectives by enabling the toggle Enterprise > Manage > Goals: Add/Save along with Program > Manage > Program Objective: Add/Save, Delete permission toggle.
