Jira Connector - Integrated User Default Mandatory Values

      When an Integrated User is created on Jira Align from Jira, the Region is by default the first active Region on the Jira Align instance.

      Customers would like to be able to configure the default Region to be used as well as other mandatory user values, same as they can configure the default system role in Jira Settings > Jira Setup > Default system role for new users
