Screen Reader Accessibility in Top and Left Nav is missing

      1. The navigation element is flagged for navigation, however the div with the navigation content in it has aria-hidden on it so nothing in the navigation can be accessed by screen readers.
        1. This includes the dropdowns at the top of the view to choose the Tier 1 configurations such as Portfolio, Program, etc.
      2. The left navigation is a list of icons that have no visible or programmatic names and only use mouse hover/clicks to show names on the screen.
        1. They aren't keyboard focusable
        2. A screen reader user navigating through the list hears nothing except at the start of the list, there is an announcement there is a list of 7 items, but nothing within it as they navigate.
        3. These aren't interactive for screen readers and have no alt text either.
