Solution menu should always be visible to Super Admins

      The Solution menu's visibility was changed with JIRAALIGN-5188. Now the menu appears only if the user is part of the Portfolio with a Solution present. The visibility of the Solutions menu should be enabled for Super Admins through a toggle in the permissions available through Roles.
