Epics: Editing 'Additional Program' and 'PI' fields causes the Estimate fields to disappear

      Issue Summary

      This is reproducible on Data Center: (yes)

      Under Epics, when adding or removing values to the 'Additional Program' and PI fields, the related estimate fields disappear from the UI until the user hits the 'Save' button. The fields are then shown again, intermittently returning with their values set to 0

      Steps to Reproduce

      1. Open an Epic, with a Primary Program with multiple PIs
      2. Add an additional PI in the Program Increment field
      3. Add a date in Portfolio Ask, Start / Initiation, and Target Completion
      4. Add a Tag
      5. Add a Strategic Score
      6. Add a Strategic Driver
      7. Add a Customer value
      8. Click "+" next to Primary Program
      9. Add an additional Program --> All values entered are retained.
      10. Click Save --> All values entered are retained.

      11. After step 10, a new field appeared – Estimate Points for the new PI entered in step 2. Add points to that field.
      12. Click "+" next to Primary Program
      13. Add an additional Program --> the new field that appeared in Step 11 disappeared.
      14. Click Save --> the new field that disappeared in Step 13 reappears but the value is zero. Enter a point value again.
      15. Remove the two Additional Programs entered in steps 9 and 13 --> The Points field that was just updated disappears again.
      16. Click Save --> the new field that disappeared in Step 15 reappears but the value is zero.

      Expected Results

      The fields should remain and keep the values inputted by the user once saved

      Actual Results

      The estimation fields disappear and appear as Program and PI fields are edited edited are then shown again, intermittently returning with their values set to 0

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
